NDTI's role in Care (Education) and Treatment Reviews

Since 2014, our team has played a leading role in shaping and delivering Care (Education) and Treatment Reviews (C(E)TRs) across the South of England.

Why NDTi?

We were instrumental in setting up the programme in these regions and have supported thousands of reviews across the country since then.

C(E)TRs are a vital part of ensuring that autistic people and people with a learning disability receive the right care, in the right place, at the right time. They help prevent unnecessary hospital admissions and support people to leave hospital when it is safe and appropriate to do so. The Mental Health Bill proposes to strengthen their use.

We helped build the programme

NDTi helped establish the C(E)TR programme in 2014 across the South of England, building on our earlier work supporting the closure of Winterbourne View and the development of community-based alternatives. We’ve been recruiting, training and supporting panel members ever since.


We’ve delivered thousands of reviews

Since 2015, we’ve supported around 1000 C(E)TRs a year, including community inpatient, specialised commissioning and provider collaborative reviews. Our team includes some of the most experienced chairs and experts by experience in the country. We are proud to have supported experts by experience to become chairs.


We train and support all panel members

We provide:

  • Specialist training for new and experienced panel members.
  • Mentoring and development for chairs and experts by experience and clinical experts.
  • Support for Integrated Care Boards (ICBs) and provider collaboratives to embed quality and consistency in their local systems.


Connected work that strengthens our approach

Our work has included:

  • Promoting annual health checks.
  • Evaluating the pilot for the Oliver McGowan Mandatory Training.
  • Advocating for inclusive, person-centred healthcare.


Transforming care and system change

We’ve supported national and local systems over many years to:

  • Close institutional settings.
  • Develop community-based support.
  • Embed coproduction and lived experience leadership.
  • Understand the impact of the sensory environment, particularly in inpatient settings.


For us C(E)TRs are not just a process—but a values-based catalyst for change.


Our offer

C(E)TR specific:

  • C(E)TR delivery: Support for high-quality, person-centred reviews commissioned by Integrated Care Systems.
  • Recruitment and induction of independent panel members and delegated chairs: A robust recruitment, selection and induction process, coproduced and codelivered with existing panel members.
  • Compliance checks: Ongoing compliance of panel members.
  • Training and development: Bespoke training and support for panel members and commissioners, including autistic-led development sessions.


For wider health systems and teams:

  • Strategic consultancy: Helping systems reduce admissions and improve care pathways.
  • Sensory environment reviews: We assess all areas, prepare a bespoke report and support staff to understand the impact that their sensory environments can have on people they are supporting.
  • Evaluation: Understanding your current evidence base, measuring progress against delivery, demonstrating outcomes.
  • Coproduction of new systems, processes and services.
  • Person centred planning training: See the person is our training for people who work directly with those needing care and support. Based on life experiences, biases and values, and how this impacts on providing genuine person centred support.
  • Leadership development: A range of leadership programmes for people across the health and care sector.
  • Small Supports: Supporting the set up and development of small local organisations to provide bespoke person-centered care for people with complex needs.
