A commissioning and procurement system has developed which tends to favour larger providers and often those who operate out of area and base their delivery around perceived behaviours and risk; traditional approaches to ‘market development’ have done little to challenge this.
Through our work with new and emerging small supports organisations and their commissioners, it is clear that, with creativity, the system can be made to work to provide a local environment where great, small supports can grow. We are working with committed local authorities, health organisations and Transforming Care Partnerships to try to achieve this.
