Andrew previously served as a strategic adviser for the Improvement and Development Agency for local government (IDeA) and the Local Government Association on children’s services, adult social care, and local government’s relationship with the NHS. With over 15 years as a top manager in local government, including ten years as director of social services, Andrew was President of the Association of Directors of Social Services in 2003-4. He was awarded a CBE in 2004 for his services to social work, and has previously served and chaired NDTi’s Board for 10 years.
