Is a broker just someone who does brokerage?

A short paper written by Steve Dowson as a response to the widespread confusion between the tasks of brokerage and the role of the independent. It argues that the failure to recognise the broker as a distinct role in an IF system has resulted in a neglect of this role, putting the development of self-directed supports/services in the UK at risk.
